If there is not enough wind to make the selfbailers work, the only way to empty the remaining  water is to use a hand bailer. you may have spotted on my boat the 5L petrol can with the front cut off for that purpose.
when the wind is stronger, then emptying the water is not a problem: sit back go on a reach and sail fast the water should empty quite quickly.

The tension on each side is not going to be the same anyway, the boom applies tension to the leward lower because of the kiker tension so in reality the winward lower doesn't  do a lot (especially on a reach).
I've rigged my lowers using the second sytem michael describes because it is relativelly simple to fit. the only trouble with it is it adds a lot of compression in the mast which is why a lot of boats have the turning blocks in the side decks and the fixed end on the mast.

Due to extensive delamination of the hull, Bodger was Burnt last weekend on the bonfire at Burghfield sailing club.

have a look at the tuning guide http://www.national12.org/downloads/tuning_guide_revised_2004_v1.pdf there is a table in there with the spreader height for various masts/boats

Sails cut for a carbon mast work fine on a aluminium mast, you just need to use a bit more prebend. (angle the spreaders more). best thing is to go to an open and get one of the good guys to help you set it up.
