From memory its to stop a jib attachment point moving about, especially if you are using a jib boom a la Malcolm and Big Issue

Not quite, it stops you doing a full modelyacht style jib with the tack in front of the pivot and self tensioning the leech. The one in the pic is legal but just requires a bit more string...
