Is it possible to get off-the-shelf covers (over boom preferably), for a 1963 Starfish design National 12?

As far as I know You can't really get off the shelf covers for any 12 . most cover makers will make one to measure (they will send you a simple measuremnt form).
P&B or speed sails will certainly do it  but there are lots of others.

Have just had a cover made by P&B for N2149 and it fits beautifully - they send you a form, you take the measurements required and send it back and the cover is then made to your measurements.  Had an undercover made by Sail Register for the Cheshire Cat - once again fits very well (but Mike Rimmer is famed for his 'bring the boat and I'll wrap the material around' approach) and has lasted well.  The main thing with an older boat is to make sure that the cover will breathe.

I also got mine from "sail register" breathable polycotton - cheaper than P+B, fits perfectly, excellent service.
