any advice on how to best seal the centreboard bolt below the waterline would be appreciated.

Matt - trad way is to use two rubber sealing rings which are a tight fit on the bolt - one each side of the plate case.  Then a washer between them and the bolt head and nut.  Tighten up enough to compress the sealing rings between the washers and the plate case sides.
A smear of Vaseline or glycerine on the rubber ring will help it get over the thread of the bolt without damage and ensure a snug and watertight fit when compressed.  Tim

If you have problems (as I did) finding rubber sealing rings the right size you can use bits of neoprene between the washer and the centreboard case. Thick neoprene is best as it gives you lots to ompress and therefore a good seal.
